Eighth Avenue overlay kept to budget after scope cutbacks; city to advertise project

Public works staff reported that an initial design for the 80 Eighth Avenue pavement and sidewalk project grew in complexity and cost once vertical concrete curb, gutter, driveway apron reconstruction and associated stormwater and catch basin adjustments were included.
The conceptual budget for 2025 included $1.18 million. Staff said a full reconstruction scenario with curb and gutter, new concrete sidewalks and replacement of roughly two dozen driveway aprons produced an early estimate near $2.86 million. After review, staff revised the scope to preserve the project’s main goal—an overlay of the roadway—while adding 10 ADA‑compliant curb ramps, a contingency allowance for localized repairs of severely deteriorated sidewalk sections, and other essential items. That revised scope returned estimated cost to approximately $1.2 million, consistent with the current year appropriation.
Staff told the committee they plan to advertise for construction bids within roughly four to six weeks, with the usual caveat that actual contract awards will depend on competitive bid results. Where the project retains existing asphalt sidewalks, staff said it will leave most driveway aprons unmodified, and concrete ramps will be used where required to meet ADA cross‑slope and grade standards.
