Council reviews five-year CIP: parks planning, parking, stormwater lining and water projects highlighted

City staff presented North Ogden’s draft five-year capital-improvement plan and asked the council whether to authorize design and early engineering work for key park, road and utility projects.
The nut graf: staff proposed using available capital funds to begin design work for Barker Park this fiscal year, outlined a program of parking-lot rehab and playground replacements, and flagged larger utility work — including pressurereduction valves, outlet metering, and a multi-year meter-replacement program — that will require either impact-fee funding or dedicated financing.
Dave, a public-works staff member, walked the council through the CIP spreadsheet and said the plan spreads playground replacements and parking-lot rehabilitation across multiple years. He identified three parking lots planned for asphalt maintenance and striping in the coming year (Barker Park, Mountain View Park, and Oak Lawn) and described $1.25 million of work earmarked for those parking-focused repairs.
On parks, staff proposed allocating design and engineering money this year — a figure staff said could be in the low-hundreds of thousands — so Barker Park would advance to shovel-ready design and then be eligible for grants and impact-fee funding in later years. John said grants (including potential state and philanthropic grants) could be pursued to supplement local dollars and that design would also allow the city to better estimate maintenance costs.
Utilities work in the CIP includes pressure-reduction valves (PRVs) tied to two approved developments; under the city’s current practice, the city covers half the cost and developers cover the other half. Dave said portions of a 1,700-foot waterline upsizing would be impact-fee eligible because it increased pipe diameter from 8 to 12 inches. Staff also described the need to install outlet metering at certain reservoirs to comply with state reporting and to better account for water that historically overflowed and could not be accurately measured.
Stormwater work includes a lining project at Wharton Park to stop leakage from an aging concrete storm pipe that has caused neighboring properties to see groundwater when the pond is filled; staff characterized lining as the most cost-effective solution for a large-diameter pipe. For fleet and equipment, the CIP continues the multi-year vehicle-replacement plan: patrol vehicles, CSO units and a scheduled snowplow routine were noted in the schedule and are financed through fleet allocations from operating funds.
Staff also asked the council whether it wanted a clearer breakout of impact-fee-eligible project costs versus general-fund or rate-funded costs; council members requested that staff provide the impact-fee balances and to annotate the CIP with which portions are eligible for impact-fee reimbursement.
Ending: Council did not take formal action but endorsed the idea of funding design work to advance Barker Park planning and asked staff to return with a CIP version that separates impact-fee-eligible components and shows available impact-fee balances and grant assumptions.
