The planning commission had reviewed a Verizon request to modernize review procedures and setbacks and recommended an ordinance that keeps a full setback equal to the tower height from any residentially zoned property line, while specifying a 10‑foot minimum property‑line setback in civic, commercial and manufacturing zones. Under the adopted language the planning commission may reduce the 10‑foot setback in nonresidential zones when the applicant shows a compelling reason during site plan review.
The ordinance also directs staff and applicants to prioritize city‑owned properties for potential telecommunications facilities siting to reduce impacts on private residential land. Council members said improved cellular coverage on the hill is a public safety priority in the long term; the ordinance passed by roll call vote.
