The petition was submitted by John Hanson on behalf of Lyman and Lonnie Barker. Santoro clarified that accepting the petition is a procedural step — not final annexation approval — and that upon acceptance the city will certify the petition and begin a 30‑day protest period before the item returns for zoning recommendation and final approval.
City planning staff said the petition seeks to connect to an existing private street that provides access toward a nearby trout farm; the petition does not include the trout farm parcel itself, which lies in unincorporated county land. Council members asked whether a requested zoning designation had been specified; staff reported the applicant requested an R‑1‑10 zone (roughly 10,000‑square‑foot lots). The council voted to accept the petition.
