Council adopts new stormwater and sanitary sewer impact fees, postpones culinary water fee; wireless telecom ordinance also approved

The North Ogden City Council on March 25 approved updates to the city’s impact fees for stormwater and sanitary sewer, voted to adopt an ordinance amending wireless telecommunications siting rules, and postponed action on a proposed culinary water impact fee after staff recommended further review.

Stormwater and sanitary sewer impact fees

City manager John Call presented impact fee analyses prepared by consultants and staff. Call said stormwater needs along the Monroe Boulevard alignment and other planned basins drove the projected increase in stormwater fees. He told the council the staff‑recommended stormwater impact fee rose from the current $8.73 level to a higher recommended amount shown in the staff materials and that commercial and multifamily rates are calculated per square foot of impervious surface. For sanitary sewer, Call said recent system lining and upgrades increased the buy‑in cost that new users pay and that the sanitary sewer impact fee recommendation reflected those investments.

Council action: After a public hearing (no members of the public spoke during either hearing), the council voted to approve resolution o 5‑20‑25 adopting the new stormwater impact fee and resolution o 6‑20‑25 adopting the new sanitary sewer impact fee. He noted engineering review found projects included in the draft plan that staff believes are not needed; staff recommended postponing a final vote on the culinary water impact fee to allow further refinement and potential reduction of the proposed amount. The council opened and then closed the public hearing for the culinary water impact fee and voted to postpone the item to a future meeting so staff and the city’s engineer could address questions and return with revised materials.

Wireless telecommunications ordinance

Planning staff brought an ordinance (20 25‑o4) amending North Ogden Code Title 11‑17 to update siting rules for wireless telecommunications facilities. The planning commission recommended approval with provisions that preserved full setback protections from residentially zoned property (setback equal to tower height) while allowing planning commission flexibility in civic, commercial and manufacturing zones (a 10‑foot minimum setback, reducible if the planning commission finds a compelling reason). The ordinance also adds language that city‑owned property should be the first priority for tower siting consideration.
