Columbia County commissioners approve consent agenda, contracts and grant applications; hold executive session

The consent agenda included approval of select payments for April 2025 and an item listed as Order No. 13-2025 in the matter of adopting the Columbia County Department of Community Justice adult firearms authorization policy. The board approved the consent agenda by voice vote; the record shows "Aye."
Under agreements, contracts and amendments the board approved the following and authorized signatures as noted: - Ratified approval for the Hazardous Materials Emergency Preparedness (HMEP) grant program subrecipient application and authorized Pam Smith to sign. - Approved C36-2025 grant agreement with the Amani Center for Columbia County Public Health (mini grant public health equity funds). - Approved prime contract change order number 007 for C20-2023-12 with Kirby Nagelhout and authorized the chair to sign.
Commissioners also authorized staff to apply for an Oregon Parks and Recreation Preserving Oregon Grant for restoration of historical buildings; staff indicated the application may rely on in-kind match (time, donations) and county funds as needed. That application was authorized by motion.
The board moved into executive session under Oregon Revised Statutes 192.660(2)(d) and (f). The chair announced that representatives of the news media and designated staff could attend and that no decision may be made in executive session. The board then returned to open session with no action taken.
