The statute requires notice and a public hearing to determine whether surrendering county jurisdiction is “expedient and for the best interest of the county.” If the board decides to proceed, an order initiating the offer is adopted; the city then has a limited time to accept and must adopt an ordinance accepting the roads.
No members of the public offered testimony at the hearing, and staff told the board that Public Works Director Michael Dewan had submitted the underlying report. Commissioners indicated informal consensus to bring back a formal order for decision at the board’s April 16 meeting. No formal vote was taken at the hearing; the chair confirmed that the matter will be returned as an action item on April 16.
