A committee member put the requirement into the form of a motion that budgets "adopt the format that we're looking at tonight, or they're level funded." The motion passed by voice vote.
The committee approved the FY25‑26 budget calendar and agreed to begin the first public hearings on expenditures on March 6 to avoid conflicts with council meetings. Members noted two union contracts (DPW and dispatch/animal control) expire June 30 and will affect final negotiations and cost estimates.
Committee members and residents also pressed for better reporting from organizations that receive municipal funding. The fire chief told the committee, "We can send over that information. It's not a problem," after members requested quarterly profit/loss and activity reports from libraries and fire departments.
The budget office and departments were instructed to use the adopted template, distribute an appendix for supporting detail, and return timely submissions to allow review before the March hearings. Committee leaders said they will impose the level‑funding policy where departments do not comply and will follow up with departments that have historically submitted inconsistent formats.
