Commissioners table March work-session minutes amid $2 million OJD funding dispute

Columbia County commissioners on April 2 voted to table approval of work-session minutes from March 26 after several members said the draft minutes presented discussion points as an adopted direction in negotiations over a $2,000,000 funding package that passes through the Oregon Judicial Department (OJD).

Commissioners debated whether language in the draft minutes incorrectly characterized comments by Commissioner Garrett as the board’s direction. Commissioner Garrett and others said the draft minutes read as though the board had adopted specific options and that the minutes should instead reflect the discussion.

County counsel (identified only as Sarah in the meeting) told the board she would review the recording and the discussion and bring revised minutes back to the board. Commissioners said they plan to continue negotiations with OJD but want the minutes to accurately reflect whether the board gave direction for specific options.

The board noted the money’s timeline: OJD administers the funds and, according to discussion at the meeting, roughly two and a half months remain before the county risks losing the $2,000,000 allocation from an earlier omnibus bill. Commissioners said that uncertainty added urgency but disagreed about whether the draft minutes implied a board ultimatum.

A motion to table consideration of the March 26 work-session minutes was moved and seconded and then approved by voice vote. The board directed counsel to review the meeting recording and return with revised minutes and guidance before finalizing the text.

The commissioners also discussed possible project priorities that had been included in prior funding proposals (referred to in the meeting as the “original proposal”), and some members said they want negotiations to reflect that original intent; others said they did not believe all items under discussion had been part of the earlier proposal.
