Commission authorizes solicitation of mechanical, electrical and plumbing study for courthouse

County administration asked the commission on April 9 for permission to solicit price proposals for a mechanical, electrical and plumbing (MEP) study of the Miami County courthouse that will also include structural evaluation and environmental assessments. Shane Crow and Matt Ollard said they had consulted Chief Administrative Judge Amy Hart to ensure the study addresses judicial and court concerns.
The proposed scope includes: an in-depth analysis of existing MEP systems and their capacity; structural evaluation; asbestos and lead-based-paint inspections; a visual survey for mold; air sampling in approximately 10 discrete interior and exterior locations; and a hazardous-materials survey. The study would also produce preliminary construction-cost estimates to assist capital-improvement planning.
Staff proposed soliciting proposals with an April 15 advertisement, a May 6 opening, a May 14 award and contract execution on May 21. Commissioners voted to authorize staff to advertise and solicit proposals so the county can assess costs before deciding on a renovation or expansion path.
The move to solicit proposals passed by voice vote with unanimous approval. The board did not set a budget for eventual work beyond the solicitation; commissioners said they would decide on acceptance of any proposal after bids are received.
