Oconee County Council approves proclamations and multiple ordinances; public commenter announces intent to sue

Oconee County Council on April 15, 2025 approved a series of routine and substantive items including a proclamation marking the 40th anniversary of the Golden Corner Food Pantry, advancement and adoption of several ordinances and a resolution recognizing April 2025 as Fair Housing Month. During the public‑comment period a resident, Jason Boyle, made allegations of corruption and said he intends to file a federal lawsuit naming Oconee County.

The meeting began with routine business, county attorney comments and administrative notices. The council unanimously approved the consent agenda by voice vote. Council then adopted Proclamation 2025‑4, recognizing the 40th anniversary of Golden Corner Food Pantry, which the proclamation said opened on April 3, 1985. The proclamation noted the pantry transitioned to a client choice model, opened a larger facility on May 24, 2011, and distributed 1,500,000 pounds of food in Oconee County in 2024.

During public comment, Jason Boyle addressed the council and raised multiple allegations about the county and local law enforcement’s past conduct. Boyle said, "Oconee County County is named in that lawsuit because of its long standing support of corruption in Oconee County," and told the council, "I'm filing a lawsuit against this county in the federal court." Those statements were made during the public‑comment period and presented by Boyle as claims; no county action on those claims occurred at the meeting.

On legislative items, the council held a public hearing on Ordinance 2024‑25 (fee in lieu of taxes / special source revenue credit for a Lift Technologies project); there were no speakers during the hearing and the council approved the ordinance on third reading (see separate article on the Lift Technologies actions for details). The council also took second‑reading action on Ordinance 2025‑08 (amending Chapter 38 of the Oconee County Code of Ordinances with respect to retaining walls and related setback matters — transcript wording unclear on a technical term), advanced Ordinance 2025‑09 to place two parcels fully into the Community Commercial District under Chapter 38, Article 8, and approved Ordinance 2025‑10 authorizing a real property service agreement and lease arrangement involving the West Union Volunteer Fire Department and Torrington Road LLC for property adjacent to West Railroad Street, Neville Street and SC Highway 11.

Council approved Resolution 2025‑02 designating April 2025 as Fair Housing Month by voice vote after a motion from Mister Hart and a second by Mister Elliott. After those votes, council considered a staff request to enter a state set‑aside agreement supporting the Lift Technologies expansion (covered in the separate Lift Technologies article); staff told council the set‑aside requires no county funds and is a reimbursement process.

Committee reports included a Planning and Economic Development Committee update. Mister James reported the April 1 committee discussed conservation efforts and requested exploration of consolidating the Oconee County Conservation Bank Board with the Oconee County Soil and Water Conservation District. The planning committee also discussed parking, roadside regulations for new subdivisions, minor subdivision regulations, right of way and setback requirements, and voted to send chapters 32 and 38 of the county code to the planning commission for review and revision. The Real Estate, Facilities and Land Management Committee reported discussions about a Clemson Health Clinic request to occupy the county second floor currently used for records storage; the county is moving forward to facilitate that request. That committee also received updates on Parks and Recreation and Tourism capital projects and discussed possible solutions for the Seneca Library project; a proposal will come to full council for consideration.

The meeting closed after announcements about two at‑large vacancies on a building codes board and one other board (transcript identification of the second board name was unclear). Council adjourned following a motion and second.
