An ordinance to change zoning for a roughly 1‑acre parcel on McLaurin Avenue in the Cane Bay area from Mobile Home/Rural Farm Residential (R‑2RF) to General Commercial (GC) was recommended for approval by the Berkeley County Planning Commission on a motion that requires verification of the intended use and adequate mitigation of impacts.
Planning Department staff told the commission the applicant has not provided a specific intended use for the parcel, which currently contains a manufactured/mobile home. Staff said the site’s Future Land Use designations — transit‑oriented mixed‑use center, growth corridor and suburban community — all support a mix of residential and nonresidential uses and that GC zoning would be consistent with the 2020 Comprehensive Plan and the county’s future land use map. The department nevertheless recommended approval only after the applicant or a purchaser supplies a concept plan and mitigation details, and — if applicable — submits a traffic impact analysis.
Commissioner Miss Kearns moved to recommend approval contingent on verification of the intended use and mitigation measures; the motion was seconded by Commissioner Mister Sineath. The commission voted to carry the recommendation; the record shows at least one commissioner voted in opposition.
Because the Planning Commission only issues a recommendation, the matter will proceed to Berkeley County Council, which has final authority on zoning changes. The staff presentation noted that if the rezoning request is denied at later stages, the parcel would remain subject to R‑2RF standards.
No applicant representative was present at the planning commission meeting to describe proposed uses or mitigation measures.
