The Beaufort County Zoning Board of Appeals approved a variance request allowing a house for Cinda Rauberbush to be sited closer to required setbacks at Fripp Island, with the board adding a condition requiring compliance with the county’s lighting standards.
Attorney Michael Frederick presented the application and site plans, saying the proposal had been reviewed and approved by Fripp Island authorities after multiple resubmissions and that the state baseline approval was included in the packet. The property’s proposed front setback from the road will be roughly 11 feet in the design materials presented to the board; the closest baseline setback discussed in the hearing was approximately 14.25 feet on one side and about 18 feet on the other, per the applicant and county staff.
Michael Frederick, representing Cinda Rauberbush, said the owners revised the footprint to meet Fripp Island guidance and obtained state baseline approval. County staff recommended approval. A member asked whether a stone revetment shown on site exists; Frederick confirmed a granite revetment is present and had been on site for years.
During board discussion a member proposed a friendly amendment to add the county’s development lighting standards as a condition. A board member referenced “5.110.15 point c1.2 of the CDC” (lighting standards) and the board voted first on the amendment, then on the motion as amended. The motion (as amended to include lighting compliance) carried by voice vote; a roll‑call tally was not recorded in the transcript.
The applicant also confirmed plans for gutters to direct roof water to a rain‑capture feature on the street side. The record shows the board approved the variance with the added development conditions, including the lighting standards provision and the applicant’s stated stormwater/gutter approach. The packet and hearing record also list Fripp Island’s review and a state baseline approval letter as part of the application materials.
