Beaufort County elections board approves limited inclusion of condensed Robert's Rules and revises committee membership structure

After discussion the board voted to include a condensed version of Robert's Rules in the manual, with the rules committee charged to select and vet the condensed version and to add an explicit order-of-precedence statement clarifying that South Carolina law prevails, then the board's house rules, and lastly the referenced Roberts guidance if invoked. The motion passed by recorded voice vote (4 in favor, 3 opposed).

Separately, the board approved in concept a change to standing committee membership: each standing committee will be structured as three voting members plus a fourth seat designated as the chair or a board member the chair appoints; the board recorded the conceptual change as unanimous. The rules committee will update committee charters and membership to reflect that change and reduce committee rosters where necessary.
