Executive committee to schedule joint meetings with school board, legislative delegation and municipalities to discuss growth and shared facilities

The Beaufort County Council executive committee agreed to schedule joint meetings with the Beaufort County School Board, the county’s legislative delegation and nearby municipalities to coordinate planning on development, school facilities and shared use of athletic and other facilities.

Committee members said the conversation with the school board should include advance notice to the district about proposed multi- and single-family development north of the Broad River — specifically in the Burton Township — and a review of the Lubbico property currently owned by the district and used as the county public library. The school board also requested dialogue on fiscal authority for the district and potential meeting dates, items the committee placed on the draft agenda for a joint meeting.

Committee members asked county staff to compile a shared inventory of county and school district properties to aid future planning and to consider facilities needs such as the redesign of Ladies Island Middle School and an adjacent park. Members also asked for an update on teacher recruitment and current vacancy counts, noting those figures would inform budget discussions that normally occur when the school district requests county funding.

The committee recommended discussing expanded community access to school athletic facilities during off hours, and to request a short update on the Labeco site — including the library and an adjacent former elementary school building — so council members understand the status of any negotiations or potential transfers of property. Staff was assigned to prepare those updates once a joint meeting date is set.

For joint meetings with the county’s legislative delegation, members said they want a two-way briefing: an update on pending state legislation that affects the county and an opportunity to communicate county priorities, including reappointment expectations for boards and commissions and feedback delegation members hear from their constituents. The committee discussed meeting timing and suggested holding the meeting after the May 8 legislative adjournment so the delegation can report what has passed and what has not.

The committee also discussed meeting with Jasper County and its municipalities (Hardeeville and Ridgeland were identified specifically) to address regional topics such as the county detention center, animal rescue, and how referendum and greenbelt funds will be prioritized. Bluffton Town Council requested a meeting; members said they would focus that discussion on managing growth, transportation impacts and water-quality updates such as May River concerns.

Committee members proposed meeting lengths of roughly 90 minutes to two hours to ensure each party can present priorities and asked staff to propose tentative dates and coordinate with the counterparts at each entity. Preferences discussed included Fridays or a fifth-Monday meeting when calendars may be lighter, but members stressed the scheduling choice must work for each external partner.

The committee directed staff to circulate the proposed agenda items and date options to the school board, the legislative delegation and municipal partners and to return to council with confirmed dates, property inventories and concise updates on the Labeco site and shared-facilities access.
