Board approves $1.87 million contract amendment and $243,131 FAA reimbursable agreement for airport Taxway Alpha work

Ken Hampton, Muskegon County airport director, and county staff briefed commissioners on two airport items the board approved on March 13 related to the Taxway Alpha relocation and reconstruction project.
Hampton said the Taxway Alpha work “is looking to begin as soon as the frost restrictions are lifted,” and that approvals arrived between normal scheduling timelines, which prompted staff to bring the items to the full board. He appears in the record as the airport director announcing the airport-related motions during the public-comment portion of the meeting.
The board approved Amendment No. 9 to the contract with CNS Companies for construction administration and oversight related to the Taxway Alpha relocation and reconstruction project in the amount of $1,870,007.03 and authorized the board chair to sign the amendment. County staff said the work was budgeted for fiscal 2025.
Separately, the board approved Amendment No. 1 to a reimbursable agreement (GL006110 in accounting) for airport construction activities in the amount of $243,130.92 to cover FAA-specific construction personnel and related costs. An airport staff member explained the FAA owns many underground and aboveground utilities at the airport and that the reimbursable agreement funds FAA personnel on site; the county pays the amount up front and expects grant reimbursement. The staff member said the work is roughly 95% grant-funded by the FAA.
During discussion, an administrator told the board that the county budgeted $20,308,911 for the runway/Taxway program and reported project costs of about $19.13 million, putting the project roughly $1.18 million to $1.3 million under that budgeted figure. Staff said most project costs are FAA grant funded and unused county budgeted funds will remain in the public-improvement fund as unobligated balances.
Both motions passed on recorded roll calls with seven yes votes and no recorded no or abstain votes.
The airport director had earlier asked commissioners to consider two airport motions in the administrator’s report because the construction schedule is starting as seasonal restrictions lift and approvals arrived off-cycle; he said staff was available to answer questions.
