Finance director: January report shows county expenses near 30% of year, FY2024 closed under budget

Angela Koszewski, Muskegon County finance director, told the Muskegon County Ways and Means Committee on March 11 that the January budget comparison report shows the county is roughly four months into the fiscal year — about 33% — with expenses running “right now at about 30%” and revenues at about 12%.
Koszewski said the revenue shortfall is not unusual at this time of year because major tax collections arrive later: “Tax collections don't come in for a few months, so you'll see that number jump up.” She also reported that year-end adjustments are complete and the final FY2024 columns on the report are up to date.
The finance director said the county closed FY2024 below the amended budget, with expenses about “just over 6%” under and revenues about 2% under. From an all-funds perspective, she said the county finished the year roughly 7.8% under budget for expenses and just over 2% under for revenues.
Koszewski told the committee the annual audit is expected to finish by the end of March and an auditor briefing will likely appear on next month’s agenda.

The report covered only the January comparison and did not specify projections later in the fiscal year beyond the note that tax collections typically increase in subsequent months. No formal action was required on the report; the item was presented for committee review.
