Committee approves five-year lease with Tina Tots Learning Center for Marquette Campus space

The Mesquite County Community Development and Strategic Planning Committee voted to approve a five-year lease with Tina Tots Learning Center for space in the Marquette Campus E wing and authorized the committee chair to sign the agreement.
Committee members voted unanimously to approve the motion, which also directs staff to adjust the county budget as needed to reflect the lease. Mr. Fair, who presented the proposal to the committee, said the county sought proposals for a child care/daycare operator after an initial solicitation in late 2023 produced no viable bidders on the county's procurement site. He said Tina Tots is an established business and proposed to initially occupy about 4,000 square feet in the E wing.
Fair told the committee the county would prepare the wing for occupancy with non-capital maintenance work such as painting, drywall repair and carpet cleaning. He said staff expect to authorize up to $25,000 for those preparatory repairs but clarified that the $25,000 estimate is not part of the lease motion before the committee.
Committee members asked about licensing and site inspections. Fair said Tina Tots' initial planned enrollment is 50 children and that state licensing could allow slightly more than 100 children on the site. He said the county's fire marshal has inspected the space and the facility will undergo review by the county health department and other state agencies; upgrades required for licensing would be the tenant's responsibility. Fair also said the proposed lease requires the tenant to carry insurance.
When asked whether a security deposit was included, Fair said he would need to check the contract; the meeting transcript indicates no deposit was included in the draft as presented. Committee members noted the lease language obligates tenants to repair any damage, and the county's contract counsel had reviewed the agreement.
The committee recorded the motion as moved by Chair Nash and supported by Commissioner Paige; the motion passed unanimously.
The committee did not take additional votes on the reported $25,000 site-preparation estimate; staff said they would manage that expense within existing procurement/expenditure authority if it remains under the stated limit.
