The Muskegon County Board of Commissioners voted to schedule a special full-board meeting for Feb. 4 at 4 p.m. to hear an appeal related to a portal request that county counsel has reviewed for HIPAA concerns.
County corporate counsel told the board that an entity identified in the meeting as "Inline" had submitted a portal request and that counsel had raised HIPAA-related concerns. Counsel and staff explained the board's process requires timely filing for an appeal; the meeting included discussion that the appeal paperwork needed to be completed before Feb. 4 for the board to consider it.
Commissioners discussed alternative dates, including a Jan. 30 option, but a motion to set the special board meeting was amended to Feb. 4 and approved by voice vote. The administration noted scheduling constraints for some commissioners: Jan. 30 coincided with other committee meetings and Feb. 4 would also overlap with standing committee schedules for some members, but the board chose Feb. 4 to allow time for the appeal filing.
No hearing materials or further details about the content of the portal request were discussed on the record at the meeting. County staff and corporate counsel will prepare the materials for the February hearing and circulate them in advance of the special meeting.
