The Gage County Board of Equalization approved the minutes of its previous meeting and spent the rest of a short session discussing upcoming property reassessment work and vendor tools on Wednesday, April 2, 2025.
The minutes were approved on a motion moved by Dorn and seconded by Claybaugh; the clerk recorded the tally as six in favor and the motion carried. The board then heard an update from Assessor Milligan on the county’s reassessment approach and vendor support.
Milligan described a transition in the county’s assessment software and field tools, saying the county has moved from a TerraScan system to MIPS (a NACO-affiliated county software) and that staff are using pictometry aerial imagery in the field. "I've got pictometry ... that was flown in '21," Milligan said, adding that pictometry flights have been conducted twice. Milligan also said field staff are using iPads to bring data into the system.
Milligan told commissioners that assessors and outside appraisers will be used to complete reassessment work and recommended keeping several appraisers on standby because "the values look pretty incredible." She said that the county intends to apply a percentage increase across Beatrice in next year’s schedule to get values in place.
Milligan asked the board to consider hosting a visit from Derek Nieder Klein to discuss assessment agreements and suggested a meeting or committee session; she asked for efforts to get agreements in place "within the next 30 days." Commissioners and staff discussed whether that briefing should occur at a regular board meeting or a committee meeting.
A resident identified as Terry and other speakers expressed concern about taxes and rising assessed values during the discussion; those remarks occurred during the assessor’s update and public exchange rather than as formal objections filed with the board.
Before adjourning, the board noted the Open Meetings Act was on display in the meeting room. The board adjourned the equalization session at 8:38 a.m.
