Planning and zoning staff asked the board for authority to cover $2,633.92 in work already performed by WSB and for flexibility to proceed on a narrower, short‑term basis. The board approved an interim payment in the amount of $3,000 to cover work already billed while staff clarifies scope and seeks comparative review options.
Commissioners discussed long delays on some permit reviews and said they do not want to lock the county into a large, open‑ended amendment that would obligate funds without clearer task definitions. County staff noted the tabled amendment included estimates and language that the listed fees are estimates and that work would stop if an amended amount were fully expended, which prompted questions about potential incomplete work and liability.
County clerk Laurie Hendricks asked for clarification about the contract language stating actual costs may vary and how the county should encumber funds; staff replied that invoices will be routed to county finance and that they will provide copies to commissioners for transparency.
The board approved the $3,000 interim payment to allow WSB to finish limited outstanding reviews, with the understanding staff will report back next week and that a larger amendment request remains tabled pending further review and comparison with other firms.
The motion to approve the interim payment was made by Commissioner James, seconded by Commissioner Randy; the motion passed by roll call. The motion to table the broader amendment request was later made by Commissioner Tim and seconded by Commissioner Randy and also passed by roll call.
