County staff and commissioners pressed for clearer documentation, an on‑site presence during testing, and participation by the waterproofing company. County staff said the manufacturer requires 72 hours of cure time before testing. Commissioners asked that the contractor coordinate with County facilities staff and the waterproofing subcontractor so county representatives can observe the test. One commissioner said the waterproofing company should be present during verification; another asked for written pay requests and warranty documentation before any final payment.
To avoid releasing funds prematurely, the board approved having the county prepare a check but not release it until staff confirms completion. The board then voted to table final acceptance and payment until the requested inspections and documentation are completed and confirmed by staff. Commissioners also asked staff to provide pay requests and warranty documents for the board’s review.
The board did not find that additional cost will be incurred for the proposed water test; the contractor said the lift and the testing are already within his contracted scope. Commissioners and staff agreed to reschedule testing with on‑site witnesses and to revisit final acceptance at a future meeting.
The motion to table was made by Commissioner James and seconded by Commissioner Randy; the motion passed by roll call.
