Representative Mary Cafaro introduced House Bill 220, a proposal to establish a $1,200 annual child tax credit for families with children under age 5, effective tax year 2026. Cafaro said the credit would target lower‑ and middle‑income households and phase out between $50,000 and $58,000 of income; she said roughly 46,000 households and about 84,000 dependents would qualify under the bill’s parameters.
Proponents included Rose Bender of the Montana Budget and Policy Center and Caitlin Jensen of 0 to 5 Montana, both of whom urged the committee to treat the proposal as an investment in lower‑ and moderate‑income families and to consider the bill’s fiscal note during deliberations. There were no opponents at the remote roll call.
Representative Cafaro closed the hearing after brief discussion. The committee later held an executive decision on HB220 and approved the bill in a roll call: the clerk recorded 22 yes votes and 1 no vote.
