Canton submits statement of interest to MSBA for Luce Elementary roof repairs

The Canton School Committee voted on March 27 to authorize submission of a statement of interest (SOI) to the Massachusetts School Building Authority (MSBA) for accelerated repair funding to address persistent roof problems at D & S Luce Elementary School.

Assistant Superintendent Bridal Lynch and facilities staff described years of ongoing water intrusion and maintenance work; the facility team has repeatedly addressed roof drains and membrane breaches but concluded the roof requires broader repair or replacement. The SOI was prepared from past facility studies, roof surveys and the district’s recent documentation of winter storm damage.

Why it matters: the MSBA’s Accelerated Repair Program can provide state assistance for targeted repairs (doors, windows, heating systems and roofs). Lynch said the district estimates the total project will be in the range of $1 million–$2 million (preliminary), and that MSBA participation would offset part of the cost; MSBA reimbursement rates and the district’s share are set by the authority if invited into the program.

Process and timeline The MSBA will review SOIs in a desk review this spring and conduct site visits in summer; invitations to apply for funding are typically announced in October. Lynch said the district has debt capital funds tentatively planned for FY27 to address the Luce roof; if the MSBA accepts Canton into the ARP pipeline the district would coordinate timing so state reimbursement aligns with the local borrowing plan.

Vote and caveat The committee’s motion authorized the superintendent to submit the SOI and included the MSBA’s standard acknowledgement that submission does not guarantee an invitation to apply for funding. The committee voted unanimously.

Ending Officials said submitting the SOI preserves Canton’s opportunity to be considered in the current ARP cycle; if not accepted, the district can resubmit in a future round.
