The Keller Planning and Zoning Commission on April 22 unanimously recommended approval of a special‑use permit for Jade Beauty Collective, a medical‑spa tenant proposed at 116 Taylor Street in Old Town Keller.
Staff told the commission the property is in the Old Town Keller zoning district, where a specific‑use permit is required for medical spas following a City Council action in March 2024. Staff said the business will occupy an existing 1,121‑square‑foot building that was previously used as a single‑family residence; as a result, a detailed site plan and any necessary variances must be completed before a certificate of occupancy or building permits are issued.
Applicant Jessica Hunter, joined by partner Jessica Gradeta, said Jade Beauty Collective will operate by appointment only and offer services including brow, lash and hair treatments, injectables and skin‑care services, plus related retail items and small “spa party” packages. “We only do by appointment only,” Hunter said on the record when describing operations and scheduling.
Staff reported no written public opposition or support after mailing 30 notices to nearby property owners. Commissioners asked about parking and whether the property’s on‑street and proposed adjacent public parking would be adequate; staff said parking and any curb/driveway changes will be addressed as part of the forthcoming site‑plan review. Applicant representatives said their preliminary plan would provide two on‑site driveway spaces and rely on adjacent public parking shown in a preliminary site plan submitted by the property owner.
The commission voted 7–0 to recommend approval; the application will be forwarded to City Council for final consideration on May 20.
