Flood Control district committee approves invoices, backs Bellevue interlocal amendment and extends accounting contract

The King County Flood Control District Executive Committee on April 2 approved this month’s invoices, recommended a resolution amending an interlocal agreement with the City of Bellevue for the Factoria Boulevard storm conveyance project, and approved a second amendment to the district’s accounting contract.

The motions were routine and administrative but involve sizable sums. Michelle Clark, Executive Director of the King County Flood Control District, presented the invoices and recommended payment; the committee then approved them by voice vote. The committee also voted unanimously, 4-0, to recommend FCD resolution 2025-05, authorizing an amended interlocal agreement with the City of Bellevue for the Factoria Boulevard storm conveyance improvement project, and to recommend FCD motion FCD-25-02, a second amendment to the accounting services contract with Francis and Company.

The invoice packet included a once-a-year reconciliation from King County Water and Land Resources Division showing operating and year-end payments that totaled $27,891,702.34, Clark said. Other invoices in the packet included a fourth-quarter support invoice from the King County Council for $102,227; a web services invoice for $149; Francis and Company for $22,836.25; legal services (Ensley Best/Charlotte Archer) for $5,202.95; Lower Green River Corridor planning consultants (LEND Consulting $10,281; Parametrix $33,872.59); the Washington State Auditor invoice for $4,993.69; and Wallace Wilkins (executive coaching) for $2,827.50. "I have reviewed all of the invoices and made sure that they comply with our contracts and service agreements, and so I recommend payment," Clark said.

On item 7, staff supplied a briefing on the Factorio Boulevard storm conveyance improvements in the City of Bellevue. Steven Shower, deputy executive director, said the project replaces a segment of storm pipe along Victoria Boulevard Southeast with a larger-capacity conveyance to reduce recurrent flooding near the Victoria Village commercial area and maintain regional access to businesses, including the T-Mobile headquarters (more than 6,000 employees). The district had previously authorized $6,814,000 in the 2021–22 budgets; the district increased the project budget by $3,100,000 in the 2025 budget. The amended interlocal agreement authorizes funding not to exceed $9,914,000 for construction. Vice Chair Perry moved the item; the clerk recorded 4 ayes and 0 nos, and the committee recommended the resolution to the full Board of Supervisors.

On item 8, staff reported that the district’s original contract with Francis and Company (authorized after an RFP in 2023) had a base amount of $175,000 and included options to extend. The proposed second amendment increases the contract cap to not exceed $200,000 to cover additional accounting work tied to audit support and expanded financial analysis related to potential bonding. The committee voted 4-0 to recommend the motion to the full board.

These approvals are administrative and do not change the district’s adopted 2025 budget, staff said. The committee recorded the items as recommended to the Board of Supervisors for final action.
