Island County commissioners approve 2024 budget amendment to recognize grants, unanticipated expenditures

The Island County Board of Commissioners on April 8 adopted Resolution CO 09‑25 amending the 2024 budget to recognize unanticipated revenues and fund unforeseen expenditures, County Finance staff member Susan Geiger told the board during a public hearing.
“The budget for 2024 was originally adopted on 12/04/2023,” Geiger said. She presented a department‑by‑department summary of midyear adjustments that the amendment covers, including personnel budgeting corrections, transfers for planned equipment purchases and grant recognitions.
Geiger described several specific changes during her presentation: a $240,000 transfer from current expense to the motor pool to cover planned sheriff vehicle equipment; additional election costs billed to the auditor’s office, including recounts and a capital equipment purchase paid with grant funding; midyear grant adjustments in human services including a $344,000 mental‑health grant adjustment and developmental‑disabilities funds; recognition of funds for a Camas Platts project (Geiger noted roughly $2,000,000 related to that item); and a $25,000 hauling overrun in the solid‑waste fund that exceeded that fund’s appropriation.
“The budget amendment increases the appropriation by $6,600,000.0 ... That's an increase of 4.73% on the overall budget,” Geiger told the board. She also said the amendment increases the planned use of beginning fund balance by $1,300,000 but that overall the county added revenue beyond expenses in the amendment and expects to report final numbers when the 2024 accounts are closed.
Geiger explained the county used ClearGov personnel and operational budgeting modules and that an import error had omitted some personnel openings in the sheriff’s office and juvenile detention budgets; she said appropriations were not exceeded in those funds so not all items required appropriation increases.
After public comment was opened, no members of the public addressed the amendment on the record; the board moved to deliberation and a commissioner moved to approve Resolution CO 09‑25. The motion was seconded and the board approved the amendment with the vote called “Aye.” The transcript does not include a roll‑call tally showing each commissioner’s recorded vote.
Geiger said the amendments were driven by grant receipts, planned transfers held in fund balance and corrections to personnel budgeting; she said the county will upload finalized numbers into its accounting system and provide a financial report for 2024 later in the year.
