Board approves consent agenda, contracts, removal letter and subdivision; budget notices set for April 29

The Clallam County Board of Commissioners on April 15 handled a batch of administrative and formal business items, approving the consent agenda and a series of contracts, notices and one removal letter.
The board approved the consent agenda as amended. The consent package included two letters of support: one for a joint Port of Port Angeles and Lower Elwha Klallam Tribe waterfront project that staff said would help restore protection around a tribal sacred village, and a second letter supporting Sargent Veterans Support (Northern Regional Veterans Housing Network) for a congressional-directed funding application. The consent agenda vote passed unanimously.
Under contracts and procurement the board approved a one-year purchase order with Dell Technologies for Microsoft 365 subscription-based licensing covering county staff (staff said the subscription covers roughly 450 county employees plus volunteers). Commissioners said IT is reviewing licensing mixes to reduce costs in future years.
The board approved a draft letter removing a member from the Fair Advisory Board, citing county policy 9.52.5, which authorizes the board to remove volunteers who violate county workplace conduct rules. Commissioners said removal is rare and was taken reluctantly after prior attempts to address behavior. The motion passed unanimously.
In land-use business the board granted final approval to the Country Bear Acres subdivision (LDV 2023-00003), a nine-lot subdivision; staff reported that the hearing examiner's conditions had been met and final documents were in order.
On budget items the board noticed for adoption on April 29 a budget reduction in the sheriff jail area tied to a litter cleanup grant ($30,030) and a set of supplemental appropriations to be considered April 29: Health & Human Services operations ($67,431), HHS environmental health ($73,000), Sheriff Operations Stonegarden ($74,630 anticipated in 2025), Sheriff jail ($21,728), and Superior Court ($6,500). The board also approved several administrative agreement amendments and purchase orders on the consent calendar.
Public commenters raised concerns about county grant projects, fiscal transparency and the proposed cultural access tax. Jeff Tozer, a Sequim resident, asked the board to state contract prices publicly and cited a public figure for Microsoft licensing costs: “The Board of Commissioners has a habit about talking about contracts and big projects without ever mentioning the price... Microsoft licensing is costing the county $259,551.45,” he said as public comment. The board responded that IT is seeking cost savings through tailored license assignments.
All motions on the items listed were approved by unanimous vote where recorded. The board adjourned after routine announcements.
