MONTGOMERY, Texas — City councilmembers on April 22 took time to review concept plans for two large proposed developments — the Villages of Montgomery (Development No. 2502) and the Milano development — and directed staff to continue coordination, including drafting a memorandum of understanding for the Villages project.
Council asked detailed questions about internal street widths, alley dimensions, parking arrangements and overall density. During the review, staff and the developer’s representative said internal residential streets in the proposed designs are roughly 28 feet wide with alleys about 18 feet wide, and that the design favors rear parking and smaller lot footprints described as patio‑home style units. The Milano site was described in staff comments as a roughly 75‑acre tract with access from Lone Star Bend/Milano Drive and with two detention ponds on the west side plus additional detention/open space at the far end.
Councilmember concerns focused on density and fire‑safety spacing for two‑story houses with narrow lot lines; staff referenced state fire and building code separation requirements and said projects have not yet completed Planning & Zoning review. Council also asked whether the developer could provide a written HOA commitment that the homeowners association would not request sewer infrastructure from the city in the near future; staff said such a written commitment could be requested.
Council and staff discussed connectivity to downtown (including golf‑cart and pedestrian access), landscaping and how the projects might tie into proposed downtown streetscape work. Staff said they were meeting with the Texas Department of Transportation about planned widening and utility relocations on the nearby corridor; council members referenced shifting TxDOT timelines and noted that the city expects coordination on relocation of utilities tied to TxDOT work.
Action taken was to authorize city staff and consultants to begin coordination on a draft memorandum of understanding for the Villages of Montgomery and to accept the Milano concept review for continued processing; both motions were approved by the council. Staff was directed to return with a draft MOU and follow‑up materials for further council review.
