The Nevada Gaming Control Board recommended approval of a restricted gaming license for Bando Entertainment of Nevada LLC, doing business as Dust Las Vegas, and recommended license of owner/operator Ryan Bandy as manager/member. The site is a roughly 3,760‑square‑foot tavern at Twain (University Center area) that opened June 7, 2024 and had been operating without gaming.
Bandy told the board he is an experienced bar operator (Illinois) who transitioned to full‑time hospitality after a career in education and local nightclub operations. He described Dust as a flexible venue that serves as a neighborhood bar and a platform for larger shows and DJ events; he and his team have run local fundraisers and plan community engagement in Las Vegas. The venue will initially add up to 15 slot machines (restricted license cap) supplied by a slot route operator. Bandy said he intends to split his time between Nevada and his Illinois businesses but will be present for major events and the initial Nevada launch.
Investigators had completed the suitability review and recommended approval. The board added a standard condition requiring surveillance system inspection and approval by the Enforcement Division prior to issuance of a state gaming license and recommended the matter to the Commission.
