• Draft order for a delayed public offering by Kambi Group PLC (nonrestricted item 2): Approved. The commission approved a draft order (dated 11/21/2024) enabling a continuous or delayed public offering under Reg. 16.115.
• Temporary licensure as personal representative (nonrestricted item 3): Approved. The commission approved temporary licensure for Nancy Lou Difik as personal representative for the estate of Bruce Douglas Difik with conditions as presented.
• Frank Casella — key executive, Hard Rock Las Vegas (nonrestricted item 4): Approved.
• M1 Gaming LLC (Delta Saloon, Virginia City) — nonrestricted gaming license (nonrestricted item 5): Approved with conditions. Commissioners noted the project’s historic and local economic importance and approved the slot-only license as recommended by staff.
• Vanguard Group waivers (nonrestricted item 6): Approved. Vanguard’s request for renewal of institutional-investor waivers (NRS 463.643 subsection 4 waiver and a timing-waiver for commission-action effectiveness) was approved following a remote presentation from Vanguard on its index and quantitative strategies and proxy-voting governance.
• Shortline Gaming LLC transfer of interest and family trust filings (nonrestricted item 7): Approved. The commission approved ownership transfer filings and trustee/beneficiary suitability findings for the Ernest A. Becker IV family trust.
• Individual officer/key-employee licensures (selected approvals): Nicholas Fouts (Nevada Restaurant Services) — key employee (nonrestricted item 8): approved; Oliver Chow (Light & Wonder Inc.) — officer/director finding of suitability (nonrestricted item 9): approved; Timothy Lager and Les Martin (Binion’s & Four Queens corporate officers, nonrestricted item 10): approved; Hallease Usall (Affinity Interactive) — finding of suitability/officer/key employee (nonrestricted item 11): approved.
• Restricted-item approvals: 7 77 Gaming LLC / Brandon Hamika (restricted item 1): approved with conditions; BANDO Entertainment / Dust Las Vegas (restricted item 2): approved with conditions; Nevada Restaurant Services / Dottie’s No. 222 (restricted item 3): approved.
Motions were made on the record and votes were recorded as voice aye/no; in the cases above staff recommended approval and the full commission voted in favor with no oppositions recorded during the meeting.
The commission also continued discussion and took testimony on at least one contested matter (see separate article on the appeal decision). Staff will record and post finalized orders and the minutes, and follow-up tasks include technical-division testing for software vendors and standard post-licensure compliance tracking by Gaming Control Board agents.
