Nevada Gaming Control Board recommends limited two‑year license for Steven Olvera with monitoring conditions

The Nevada Gaming Control Board on April 10 recommended that the Nevada Gaming Commission approve Steven Paul Olvera’s application for licensure as a key employee at six ECL Gaming locations, subject to a two‑year limit and conditions intended to monitor his recovery and finances.

The board’s motion — adopted unanimously by Chairman Hendrick, Judge Assad and Member Sandahl — limits Olvera’s license to expire at midnight of the Nevada Gaming Commission meeting in April 2027 and requires (1) random drug testing at Olvera’s expense for 24 months, (2) quarterly updates to the board on his drug and alcohol counseling and (3) quarterly reporting on his outstanding debt obligations.

The action follows a lengthy suitability review in which Olvera and his attorney, J.T. Moran of Hutchison & Stefan, and ECL Gaming owner Ron Winchell described Olvera’s employment history, recent sobriety and the company’s plans to tighten compliance.
