Heritage board plans public project tours as special meetings to review funded projects

The Clallam County Heritage Advisory Board agreed April 7 to schedule public project tours as special meetings so the public can attend and the visits are recorded in the public record.
Board members said tours are valuable for seeing how awarded funds are spent, but expressed concern about informal, unrecorded conversations during field visits. Members and staff said tours must be publicly noticed, treated as special meetings, and allow public attendance.
"If there was a tour, you would schedule a date. It would be held in whatever location. There would be a notice sent out to the public, and the public would have to be allowed to attend," Lonnie, board staff, said during the discussion.
Paula volunteered to contact the Clallam County Historical Society (the board discussed it as a priority) and to reach out to the Port Angeles Fine Arts Center as a backup. Members discussed logistics including using County Transit buses for multi-site tours and preparing a short attendance record and informational minutes for each tour. The board emphasized that no formal business would be conducted during a tour; any actions would be taken later at a regular meeting.
The board agreed to plan regionally convenient tours with attention to scheduling and public-notice requirements. Members asked staff to follow up on possible dates and report back.
