A county representative said they met with a contractor who indicated the work could be separated by scope (elevator, building “squaring,” HVAC). The representative said the contractor was confident the county could piece the project out so elevator work could start on the second floor while other elements follow, and noted HVAC is already in place and might not need to be included in the immediate procurement.
Commissioners raised a concern that phasing could increase costs through repeated mobilizations by different contractors, asking whether it would be cheaper to do the work in one general-contract package. The representative said the contractor indicated the county could serve as general contractor if it chose, or instead proceed with a formal bid and select a general contractor through the bidding process.
Board members noted the project previously received an $88,000 approval but that the county has not signed a contract for that work; staff said contract documents were to be refined and expected at the Monday meeting with the contractor. The board scheduled a follow-up meeting with Ryan and contractor John Miller for 9:00 a.m. on Monday to review how the project can be executed and whether work will be bid as a single contract or pieced out.
No final procurement decision was made at the March 27 meeting; staff will return with refined contract documents and clarification of bonding and scheduling before the board signs a contract.
