Montpelier solar developer posts performance bond; commissioners monitor road‑use and drainage conditions

County staff updated the commissioners on the Montpelier solar project, saying the developer supplied a performance bond of $880,000 intended to cover local road impacts from construction activity. Staff said the bond stems from a road‑use maintenance agreement required by the county and that much of the heavy equipment traffic will be on state or turnpike routes rather than township roads.

Parks and county staff noted the project covers roughly 500 acres and that the developer’s plans include measures to protect existing drainage tiles. Commissioners and staff reiterated concerns about tile lines and drainage: if the solar arrays cross existing subsurface tile, county engineers require the developer to document tile locations and agree to methods to avoid or restore drainage. Staff said it would require the developer to document conditions with video or other baseline evidence before construction and that a performance bond would be available to fund repairs if construction damages county roads or drainage.

Commissioners also discussed visual screening and fencing for nearby houses. Staff said they had negotiated setbacks and buffering in earlier permit approvals and will continue to review screening and finish details as the developer proceeds. The board asked county staff to continue monitoring the project and to consult Dalton Carr (project representative referenced by staff) for technical follow‑ups.
