During a planning discussion about the North Annex remodel, Williams County commissioners and staff reviewed drawings, questioned entrance location and elevator placement, and debated whether to expand into the second floor or install a mezzanine for records storage.
One commissioner said the design appeared to concentrate staff offices on the first floor and questioned why the second floor would not be used to reduce crowding. The speaker and other commissioners referenced past conversations about keeping offices on the same floor to avoid frequent use of stairs or the elevator. County staff noted the current drawing places the main public entrance on the east side, an employee entrance on the north side, and that some earlier entrance ideas had been eliminated.
Commissioners raised concerns about a proposed mezzanine for records storage, including ceiling height and elevator access. One speaker described the mezzanine as being about 9 feet high while access and handling large record loads would require 10โ12 foot clearance, suggesting stair-only access could pose problems for moving records and could be impractical for regular employee use. Staff described the mezzanine as intended for archival records that are infrequently accessed and said the main records used for daily work would remain on the main floor.
Participants discussed construction and long-term planning tradeoffs: whether to build a more substantial second-floor structure now or add a mezzanine later; impacts on future maintenance and accessibility; and potential costs tied to moving doors and consolidating office space. No formal decisions were made; the conversation ended with agreement to review mezzanine designs and construction costs before advancing to the construction phase.
Speakers also asked county staff to confirm whether adding restricted employee-only mezzanine space would comply with accessibility and building code requirements for county facilities.
The board did not vote on design changes; staff were directed to gather additional cost and access information for future consideration.
