Chad described the level of review from DEC as “unprecedented” for this biennial update and said the consultant has expended what he estimated to be “probably over $20,000 now of additional effort,” adding that Barton & Loguidice agreed to accept an additional $9,000 to “make them whole.” Chad summarized the county’s position: “The state handcuffs us and our ability to raise revenue ... they want more and more and more ... our transfer stations work. Our recycling programs work. So why are we trying to fix something that's not broken?”
The committee moved and approved the amendment to convert the minor contract into a larger contract and add the $9,000. The action was recorded as approved by voice vote; no detailed roll-call tally was recorded in the transcript.
