Law & Finance Committee advances multiple county resolutions including airport lease change, road project funding and criminal-justice grant

The Saratoga County Law & Finance Committee approved a bundle of resolutions and contract amendments at its March 12 meeting, advancing a range of transportation, public-safety, health and community items to the full Board or authorizing budget amendments and contracts where noted.
Key approvals included an amendment to Resolution 297 of 2022 to change the start date on a lease with Prime Group Holdings LLC at the Saratoga County Airport and an authorization for an avigation easement with Cesar Brothers Holding Company LLC related to Runway 14 and adjacent residential airspace. The committee also approved acceptance of federal and state Marchiselli transportation aid for pavement preservation work on CR-27 (Bluebird Road) and CR-28 (Glens Falls–Fort Edward Road) in the town of Moreau — accepting $1,676,787 for construction plus $101,000 for construction inspection services and authorizing a county fund-balance contribution reported as the county’s 5% share ($88,889 reported in the committee presentation).
Public-works actions also included an amendment for construction administration and inspection services with Grama and Peterson Inc. (for the Moreau pavement-preservation project) and an award to Peter Louisian Brothers Contracting Inc. as the low bidder for construction services on that project. The committee approved an authorization for professional services work on the Dimock Road bridge-replacement project (BIN 3304510) in the town of Wilton, with $371,000 identified for professional services in the presentation.
On public safety and corrections, the committee approved an amendment to a land-lease with Cellco Partnership (DBA Verizon Wireless) to allow construction of a communications tower at the county farm complex; the lease will pay the county $18,000 in year one of a 20-year term with a 2% annual increase thereafter, according to committee remarks. The committee also approved acceptance of a Criminal Justice Discovery Reform Grant from the New York State Division of Criminal Justice Services totaling $842,728 to support implementation of discovery and pretrial reforms.
Health and human services items approved included proclamations (Donate Life Month and Youth Month), an agreement with PACE at Hudson Headwaters Inc. for reimbursement of home-delivered meals at $12 per meal with CPI yearly increases, and an amended senior-transportation contract with Amazing Grace Transportation LLC serving five towns. The committee also approved several public-works budget amendments and an amendment for additional professional services for a county fuel-island upgrade.
Trails and open-space approvals included a $10,000 transfer from the county trails development reserve to pay a Town of Boston trails grant project, approval of amendments to the boundaries of Saratoga County Consolidated Agricultural District No. 2 (adding 408 acres across seven properties in Greenfield, Milton and Malta) with a SEQR negative declaration, and authorization of a timber-harvest contract with 3B Timber Company, Inc., with combined 2024–2025 revenues reported as $156,006.41; the committee noted one supervisor recused himself from the agricultural-district vote because of a family property interest.
The committee also approved a $50,000 community benefit agreement with the Saratoga County Foundation supporting Belmont on Broadway festival activities, amendments to the county purchasing procedures policy, a food-service procurement-management agreement with Trinity Services Group Inc. for the county correctional facility, participation in the 2025 Stop-DWI program (amending the budget to accept $25,350), and appointments and tax-bill corrections as listed below.
