The Glens Falls Planning Board on April 2 approved a request by Greylock Self Storage (MCP / Glens Falls Properties LLC) to modify an earlier-approved site plan for its Broad Street facility to remove an ornamental fence segment, delete an interior automated gate and add additional landscaping along the rear property line; the board imposed conditions addressing a 50-foot gap in fencing and buffering for adjacent homes.
Project representatives said the facility is already under construction and that field conditions and cost considerations prompted the proposed changes. The applicant asked to remove an ornamental fence segment on the east portion of the Broad Street frontage while retaining ornamental fencing on the west side. They also proposed to remove an internal chain-link fence and its secondary automated gate. For the rear boundary adjacent to residential properties, the applicant proposed planting 12 arborvitae (staff and applicant discussed that 6โ7 foot stock plants are currently the available commercial size) and leaving the existing chain-link fence in place rather than inserting slats; the applicant agreed to add temporary construction screening (green mesh) and to fill the 50-foot missing fence section so the rear is fully enclosed.
Neighbors raised concerns about noise, lighting and privacy. One neighbor reported that the contractor removed part of an older wooden fence and that bright construction lights had lit his property at night; the project representatives agreed to restore secure fencing in the 50-foot gap, install the arborvitae per the revised plan, use downcast LED lighting limited in height (18 feet maximum was discussed) and apply temporary screening until plantings provide visual buffering.
Motion and outcome: The board adopted a negative declaration under SEQR for the project (referencing the October 1, 2024 SEQR action) and approved the site-plan amendment for SP25-005 (Greylock Self Storage) subject to conditions: fill the 50-foot gap with chain-link fence, install temporary screening until plantings establish, plant 12 arborvitae along the rear property line as shown on the revised drawings, and remove the back slats requirement. The motion passed by voice vote.
