Lehi council approves consent agenda; hears updates on library report, grants and dump-site enforcement

Lehi City Council on an evening vote approved a consent agenda that added the library annual report and removed an audit item from new business, and councilmembers discussed several grants, contracts and enforcement steps for the community rubble/dump site.

City staff said the council received an annual report and a certificate of achievement from the South Dakota Department of Agriculture and Natural Resources for operators meeting 2024 permit requirements. "We received our annual report from South Dakota Department of Agriculture and Natural Resources, and that comes with a certificate of achievement for our operators, for meeting the permit requirements for year 2024," said Nate, staff member.

The consent agenda included a Daughters of the American Revolution grant application for $50,000 toward a museum and the "Banchell" project, a training agreement with the South Dakota governor's office of economic development that will reimburse some travel, a Geotech agreement to perform soil borings and samples at the wastewater treatment facility, and a $600,000 community access grant for Oriole Avenue. Staff also asked to keep ambulance revenue deposits with First Interstate Bank to avoid changing deposit arrangements with a partner entity.

The council discussed operational items before the vote. Nate noted seasonal hiring at the pool and that staff expect to bring additional hires to the next meeting. He also told councilmembers he had reviewed the library annual report and expected a final step before submission.

Council members and staff raised concerns about illegal dumping at the community rubble/dump site. Parks and recreation staff reported repeated dumping and occasional visitors from outside the community. "When we do catch them on video, we do go after and prosecute, at least once a year," Nate said. Council discussed installing upgraded surveillance cameras to capture clear license-plate information and possible additional security measures; staff said the site must be inspected daily under its permit but acknowledged that not every illicit load will leave usable evidence.

A motion to approve the consent agenda was moved and seconded; the council then conducted a roll-call-style affirmation and the motion carried. The meeting record shows councilmembers Sweers, Flowers, Drill, Doherty and Welch voting in favor.
