The Lennox Planning Commission voted to recommend approval of a preliminary subdivision plan for Lot 7A after staff and the city engineer reviewed the submission and outlined outstanding engineering questions, primarily drainage and detention requirements.
Staff introduced the Lot 7A application as a proposed residential development located north of Westerman Park and east of Windsong Place. The city engineer’s review letter recommended approval subject to standard design and subdivision compliance; commissioners and staff focused discussion on stormwater management because the site currently contains low-lying areas with limited storm-sewer outfall.
Staff and the applicant are exploring several approaches to manage runoff. Options discussed included enlarging an existing school detention pond to the north, constructing an on-site detention or holding pond at the corner of the parcel, and working with an adjacent landowner to increase detention capacity on nearby property. Staff noted there is no storm sewer outfall in the immediate area, so the project’s drainage design must rely on detention or on-site systems that mimic existing overland flow until a sewer system is extended.
Commissioners asked about existing buildings on the site. Staff said one building near the proposed detention area will remain, while another structure northeast of the site (described as a Quonset hut) is slated for demolition. The plan includes a cul-de-sac whose dimensions were affirmed as standard for the proposed layout; narrow rights-of-way on portions of the route will limit sidewalk and curb opportunities.
Staff emphasized that the preliminary plan is step one; additional engineering submissions (drainage calculations, contours and overflow elevations) are required and will be reviewed by staff and the city engineer. If the Planning Commission recommends approval, the plan moves to the City Council for final consideration.

A motion to recommend approval of the preliminary plan for Lot 7A was made, seconded, and passed by voice vote; no opposition was raised on the record.
