Lenox city staff presented a proposal to vacate an old right-of-way on Court Avenue and convert the corridor into a greenway buffer while improving utilities and paving Juniper Street, and the council voted to have staff prepare a funding proposal, including grant options.
City Engineer Mitch Morgan outlined a design that would loop a water main from Cedar Street to Juniper Street, install storm sewer in the Juniper corridor routing west to Elm Street, and acquire property on the east side to connect to Main Street. The combined estimate presented for the package — greenway buffer plus Juniper paving and utilities — was approximately $623,500.
Morgan said the storm-sewer work would help drainage complaints in the block between Elm and Main and that parts of the project could be done in phases (storm sewer first) if full funding was not available. He noted the water-main looping is consistent with the city’s design preference to avoid dead-end mains. Staff suggested the project could be a candidate for transportation/grant sources such as Safe Routes/Safe Pathways and that local match would be required.
A council motion passed directing staff to prepare a funding proposal that includes grant applications and other funding options; staff will return with a package for council consideration.
Why it matters: The proposal would address chronic drainage problems, add a greenway buffer, and pave a previously gravel Juniper Street — work that would involve right-of-way acquisition, utility upgrades and grant match requirements and affect nearby homeowners.
