The owner brought in roughly 10 cubic yards of loam and stone to level the yard, she said, and preserved an existing tree. The property sits in the upper reaches of an A flood zone, Hamlin said; staff confirmed stormwater remains on‑site and that stone drip edges were used in lieu of dry wells because of high groundwater.
No abutters objected at the hearing. Commissioners reviewed drainage, wall siting relative to property lines, and whether the work altered stormwater flows; staff said dry wells were not used and stormwater management relied on stone/loose material. After discussion, the commission moved to approve the after‑the‑fact NOI with special conditions; the motion carried unanimously.
The commission will issue an order of conditions that incorporates standard protections for work in flood‑prone areas and the requirement to follow the submitted erosion‑control and planting notes.
