The Community Housing Committee reviewed the town’s affordable housing standards on Feb. 10 and discussed specific policy language, including a provision that allows a project proponent to petition the town 15 years after the recording of an affordable rental housing restriction to convert the project to affordable ownership.
Mary (staff member) explained that the 15-year petition applies to the developer or owner rather than to an individual tenant: “The developer or the owner of the building…after 15 years petition to, like, condominiumize.” She said the 25% affordability requirement and relocation-plan protections remain in place if a conversion is sought.
Members also discussed wording around “out year affordability” (the committee agreed the phrase meant future years and that the language could be clarified). Committee members debated whether the policy should require fully accessible units immediately or encourage units that are built so they can be adapted later (“visitable” or universally designed units). Mary said the policy is guidance (a Board of Selectmen/Select Board policy) rather than a bylaw, which allowed flexibility during plan review and negotiation with developers.
Committee members asked staff to consider placing a short summary at the top of the policy (to highlight encouragement of accessible units) and to retain flexibility so that projects with physical constraints—such as top-of-the-shop units—are not automatically excluded.
No vote was taken; staff said it will submit a memo and suggested minor wording changes for future consideration by the committee and, if necessary, the Select Board.
