The Board of Appeals voted Feb. 13 to renew a special permit that allows 100% of the rooms at Town and Country Family Resort Motel (452 Route 28) to be used for seasonal employee housing for the 2025 season, and the board recorded that the facility met prior conditions.
Attorney Andrew Singer and applicant Joseph Marama presented the petition on behalf of Sandbar Management Inc. They told the board that conditions imposed in prior years (security gates/entrances, resident code of conduct and other mitigations) remain in place and that police reports reviewed by counsel show only minor, mostly off‑site incidents. The applicant also provided a letter of support from a nearby resident on Saddleback Roller Lane.
Board members discussed whether the special permit could be granted for two years. Counsel and board members noted the town bylaw treats some seasonal housing permissions as annual matters for the building commissioner; one board member observed the text of section 405.2 (as read in the hearing) could allow annual building‑commissioner oversight for by‑right cases, while another board member said the board prefers to retain annual review via the special permit. The board declined to grant a multi‑year permit at this hearing and instead renewed the permit for one year following the existing conditions.
A motion to approve the renewal with the same conditions as the prior special permit was made and seconded; the board voted unanimously in favor. The chairman reminded the applicant of the 20‑day appeal period that begins when the decision is filed with the town clerk.
