Yarmouth DPW outlines FY‑26 budget needs, PFAS work and sludge disposal concerns

Public Works Director Jeff Colby told the Yarmouth Finance Committee on Feb. 5 that the Department of Public Works’ FY‑26 budget will begin to show debt service and higher operating costs as large water and wastewater projects move into construction.
Colby said the town’s PFAS treatment for Wells 4 and 5 is operational and that design is underway for treatment at Wells 10 and 11. “The Yarmouth project is number 1 for funding for that well, 10 and 11,” Colby said, and he described the state revolving fund (SRF) as providing low‑interest loans and higher debt forgiveness for PFAS projects.
The committee heard that contracts for water and wastewater collection and treatment are actively under construction along Route 28, that contracts 1 and 4 have been awarded, and that construction on portions of the Bass River/Route 28 work will start in the coming week. Colby also highlighted the Parkers River Boardwalk Park under construction and nearing completion of the Higgins Crow Road shared‑use path.
