Gonsalves told the board the proposed use is clerical and administrative — answering calls and doing paperwork — and that no customers would come to the unit, no equipment would be stored outside and there would be no employees. "It's just to answer the phone. It's gonna be just an office paperwork, that type of stuff," Gonsalves said.
Board members asked about condominium association rules; the applicant said he pays association fees but had not sought prior written permission from the association and was advised to resolve any association concerns separately. The board also confirmed the bylaw allows a home office under conditions: no employees, no outdoor storage of tools or materials and limited traffic. Members said those conditions are consistent with past approvals for similar units in the development.
The board imposed a personal-use condition: the special permit is granted to Mr. Gonsalves and would lapse if he sells or ceases using the unit as a home office. The permit passed unanimously. The decision will be filed with the town clerk; a 20‑day appeal period will follow and the applicant must record the decision per the usual administrative steps.
