Board amends July designations to name ClearTrail CPAs as district auditor after RFQ process

The Silver Falls School District board voted to amend its July designation list to name ClearTrail CPAs as the district auditor after staff executed an intermediate procurement and review of RFQ responses.
District finance staff explained the change came after a public RFQ under the district's procurement policy (intermediate procurement threshold). ClearTrail CPAs submitted a proposal and scored slightly better on cost and capacity compared with other firms. Staff said ClearTrail was formed by a significant portion of the former auditor firm Polly Rogers & Associates and that the lead audit partner (Penny) remained available for continuity.
"We reached out to Oregon School Board Association to ask for the process on that and... per suggestion ... to publicly announce that we have moved our audit auditor designation to ClearTrail CPAs," the finance director said. There was no objection from the board; a motion to amend the July designation to reflect the new auditor passed unanimously.
Staff told the board many auditing firms had limited capacity statewide; ODE had reported several districts still without completed audits for the 2023–24 year. The district said it followed board policy in soliciting RFQs and that the selection did not require a separate procurement action beyond the intermediate process described in policy.
The board amended its designation list in open session and declined further action; staff will proceed to contract with ClearTrail CPAs and schedule the upcoming fiscal audit.
