Council refers police contract to study session after members raise budget and process concerns

The council asked administration to invite the controller’s office, pension‑board representatives, Plante Moran and union negotiators; members asked staff to produce an actuary report and a detailed implementation cost and a timeline for budget adjustments before the council votes on ratification.
