Crook County board adopts updated 403(b) document after administrator change

The Crook County School District board voted unanimously at its policy work session to adopt an updated 403(b) plan document after the district changed third‑party administrators.

District staff said the change followed a data breach involving the previous administrator and that the new administrator reviewed the district's 403(b) document and prepared proposed updates. The board was told the edits correct errors, address form‑requirement changes and expand employee options; nothing in the draft reduces employee benefits.

Board member discussion focused on whether the update required bargaining‑unit review or board approval. Staff said the 403(b) benefit is district‑wide, offered to all employees regardless of collective bargaining status, and that past 403(b) documents had been signed by the board dating back to 2009; the board moved to approve the adoption agreement "as presented." A roll‑call vote recorded all members present as voting yes.

District staff said the change was primarily administrative and intended to align the plan with the new third‑party administrator's required forms and to correct drafting errors. No amendment or conditions were attached to the board's approval.

The district did not publish the name of the new third‑party administrator or the previous administrator in the public session. The updated 403(b) adoption agreement will be filed with district records as the operative plan document.
